Israel's Protection of Privacy Law dates from 1981 and is enforced by the Privacy Protection Authority. Israel holds EU adequacy, which supports data flows with Europe. Historically the law required registration of databases, an unusual feature compared with most modern regimes. Amendment 13, which takes effect in 2025, modernises the law by narrowing database registration, redefining key terms closer to the GDPR, strengthening the regulator's enforcement powers, and sharply increasing administrative fines. Consent should be informed and is implied or explicit depending on context, though sensitive data needs clearer consent. Notices in Hebrew are expected. Cookies that identify users are personal data subject to the law.
